The aim of the ‘Integrating Estonia 2020’ development plan is to increase cohesion in society and to involve people from difficult cultural and linguistic backgrounds in the social life of Estonia. The development plan forms the basis of the implementation of national integration policy and of the planning of funding for 2014-2020. The Integration and Migration Foundation is one of the implementing institutions of the development plan.

The aims of ‘Integrating Estonia 2020’ are:
 

  • to increase the openness of society as a whole, including the Estonian-speaking population, and to shape their attitudes so as to support integration;
  • continued support in society for the integration of people from cultural and linguistic backgrounds other than Estonian; and
  • support for the adaptation and integration with Estonian society of new immigrants as a growing target group.


The integration-based aims being implemented via other development plans are:
 

  • ensuring that students who speak a language other than Estonian as their mother tongue have the skills and knowledge they need to compete in an Estonian-language environment;
  • ensuring that young people who speak a language other than Estonian as their mother tongue  take an active role in youth work and that they have close contact with people their own age who speak Estonian; and
  • ensuring that working-age people who speak a language other than Estonian as their mother tongue have the opportunity to further their skills and knowledge for competitive participation on the labour market.
