1.         General principles
 

1.1. With the aim of preserving the Estonian nation and culture and an integrated population that is capable of working, the Integration and Migration Foundation Our People (MISA) provides financial support to ethnic Estonians and Estonian citizens wishing to return to Estonia and to their descendants who wish to emigrate here.

1.2. The payment of support for returning to Estonia is a right held by the Integration and Migration Foundation – it is not an obligation

 
2.         Principles of payment of support for returning to Estonia
 

2.1. An applicant for support for returning to Estonia must hold Estonian citizenship or be an ethnic Estonian with an Estonian residence permit who:
2.1.1. emigrated from Estonia at least 10 years previously, or who was born in another country, or who is up to the age of 30 and completed Master’s and Doctoral studies abroad;
2.1.2. returned to Estonia to reside here on a permanent basis no later than six months prior to submitting their application and who has registered their place of residence with the Population Register of the Republic of Estonia;
2.1.3. requires support in order to return to Estonia due to their financial and social situation.

2.2. In allocating support for returning to Estonia, families with children are given priority.

2.3. In the event of the emergence of significant circumstances communicated by an applicant, MISA has the right to make exceptions.

2.4. The payment of support for returning to Estonia and the amount of the support shall be decided by the director of MISA, taking all circumstances of importance and any proposals made to them by the relevant employees into account when making the decision.

 
3.         Amount of support for returning to Estonia

3.1. Support for returning to Estonia comprises basic support and additional support:
3.1.1. basic support – to the value of up to 640 euros;
3.1.2. additional support for a minor – to the value of up to 640 euros per child;
3.1.3. additional support for a pensioner – to the value of up to 640 euros (paid in the event that the applicant receives an old-age pension in another country which will be terminated due to their relocating to Estonia);
3.1.4. additional support to ensure the applicant’s ability to cope – to the value of up to 640 euros;
3.1.5. compensation of the cost of transporting personal items – to the value of up to 640 euros.

3.2. The amount of support for returning to Estonia may not exceed 2000 euros per applicant.

3.3. The limit on additional support for returning to Estonia and any cases of the limit on the amount of support being exceeded are approved on an application-by-application basis by the director of MISA.

3.4. The total amount of support for returning to Estonia allocated by MISA must remain within the given budget. This budget item may only be amended by a decision of the supervisory board. 
 
 
4.         Implementing provisions
 

4.1. The list of documents required in order to apply for support for returning to Estonia and the procedures for the processing of applications and the payment of support are established by the management board.

4.2. To declare invalid the ‘Principles of payment of migration support’ approved by a decision of the meeting of the supervisory board of MISA of 14 December 2010.

4.3. This decision shall enter into force retroactively as of 1 May 2016.
